The Washington State Fire Fighters Joint Apprenticeship and Training Committee (WSFF JATC) is a partnership between the Washington State Fire Chiefs and the Washington State Council of Fire Fighters. Together, they’ve created a statewide apprenticeship model that provides accredited training for career firefighters. The WSFF JATC establishes a professional standard that enhances safety, education, and consistency across Washington’s fire service

The WSFF JATC was officially founded in 2002. It is one of only two statewide firefighter apprenticeship programs in the United States and has become a national model for collaborative labor-management training. Since its inception, it has credentialed thousands of firefighters under nationally recognized standards.

Washington has no mandatory state-wide firefighter training or credentialing requirement due to home-rule provisions in the State Constitution. The WSFF JATC fills this gap by ensuring all participating departments meet uniform NFPA, IFSAC, and ProBoard standards. This consistency improves interoperability, safety, and overall performance during multi-agency operations and state mobilizations.

WSFF JATC is co-sponsored by two respected state organizations: the Washington State Fire Chiefs, representing management, and the Washington State Council of Fire Fighters, AFL-CIO, representing labor. This balance between management and labor ensures fairness, quality, and shared ownership of firefighter education and training.

The mission is to provide professional credentialing by establishing uniform standards for training, competencies, and educational opportunities. The WSFF JATC promotes firefighter safety, leadership, and continuous professional growth. Its goal is to prepare firefighters to serve their communities with excellence throughout their careers.

Is WSFF JATC recognized by the state? Yes. The WSFF JATC is a registered apprenticeship sponsor with the Washington State Department of Labor & Industries (L&I) and approved by the Washington State Apprenticeship and Training Council. This means graduates earn official recognition as certified journey-level firefighters under state and federal apprenticeship law.

WSFF JATC doesn’t replace local department training, it enhances it. The program supplements existing training systems with accredited, college-level curriculum and uniform certification standards. This ensures every participating firefighter meets the same professional benchmarks regardless of department size or location.
